Impact Assessment of Solar Irrigation, Solar Mini-grid and ICS Projects of IDCOL

The purpose of this study is to carry out household surveys to estimate the socioeconomic benefits of Renewable Energy Technologies, such as solar irrigation, solar mini-grid and improved cook stove (ICS) projects of IDCOL under the Rural Electrification and Renewable Energy Development (RERED) program of the World Bank. For each survey, 1000 households will be surveyed – roughly about 500 will be surveyed from treatment group (user of the interventions) and 500 households from control group (non-user of the intervention).  BIDS will develop the modules for questionnaires and analyze the data to assess the socio-economic impacts of RET interventions made by IDCOL.

Solar mini-grid survey: For solar mini-grid, the impact on business or enterprise will be assessed.   Business questionnaire will cover business characteristics (size, asset, years of operation, location, type of activity, etc.), owner’s/manager’s characteristics, energy use (sources, duration of use, consumption, nature of use, expenditure, quality and reliability of supply, etc.), labor utilization, costs of various inputs, revenues and profits, attitude and opinion, and so on. An additional questionnaire will be administered on the mini-grid operators, covering their experience, education, investment, coverage, sales, profit, etc.

Solar irrigation pump survey: In addition to demographic information of the households members, information will be collected on profitability in terms of cost savings/year/bigha, additional income generation aspect from saved man hours/farmer, environmental aspects, social and family life, profitability in terms of augmented yield (if any) per crop per season due to continuous availability of water. The details of irrigation by land plots, irrigation type, crop production characteristics such as type of crop, area cultivated, cost of irrigation, production value, crop schedule, cropping pattern, crop yield, etc. will be collected. Besides, information on the end users and operators of pumps (both diesel and solar) will be collected which will cover their experience, investment, pump characteristics, sales, profit, impacts on irrigation field after implementation of solar irrigation, a measurement of how the solar irrigation has benefitted the customers economically and environmentally. Finally, additional questions will be included to analyze potential market for solar irrigation, affordability, cost savings due to introduction of low-cost pumps, and so on. An additional questionnaire will be administered on the solar and diesel pump providers/operators, covering their experience, education, investment, coverage, sales, profit, etc.  

ICS survey: For ICS survey too, basic household member demographic information will be collected. Moreover, information will be collected on kitchen characteristics (separate or attached; open or close; size; wall and roof construction), cooking pattern by individual stoves (type of stove, type of fuel used, quantity of fuel used per day, seasonality of fuel use, daily cooking pattern). Fuel acquirement features (type of fuel used; amount used per week/month; quantity purchased and quantity collected; amount paid for purchased quantity; collection time for each member for collected fuels, etc.). Also, information on various illness, with emphasis on respiratory, eye and gastrointestinal problems will be collected.
